  • 2 tablespoons milk
  • 1/4 teaspoon vanilla extract
  • 4 tablespoons granulated sugar (divided)
  • 1/4 cup all-purpose flour
  • 1/2 teaspoon baking powder
  • 1/4 teaspoon cream of tartar or a few drops of lemon juice
  • Neutral oil or butter, for greasing

Instructions
