- 4 tbsp all-purpose flour
- 2 cups whole milk
- 1 cup heavy cream
- 3 cups sharp white cheddar cheese, shredded

- 1/2 tsp ground black pepper
- 1/2 tsp mustard powder (optional)
- 1/2 tsp garlic powder or onion powder (optional)

Instructions
- Boil a large pot of salted water and cook macaroni until al dente. Drain and set aside.
- In a medium saucepan, melt butter over medium heat. Whisk in flour and stir for 1–2 minutes to create a roux.
